The third district was created after the 2000 census and was drawn to balance registered Republicans and registered Democrats, though it has since gained a modest Democratic advantage in registration.
The district includes a large section of metropolitan Las Vegas, including Summerlin, Spring Valley, East Las Vegas, Boulder Highway (south of Desert Inn) and parts of North Las Vegas. The famous Las Vegas "Strip" on Las Vegas Blvd. (south of Tropicana) is located in District 3 as well as the following cities:
Henderson (part), Boulder City, Laughlin, Blue Diamond, Bunkerville, Cold Creek, Echo Bay, Indian Springs, Mesquite (part), Logandale/Overton, Mountain Springs, Nelson, Red Rock, Stewarts Point, Cactus Springs, Callville Bay, Cottonwood Cove, Lee Canyon, Mt. Charleston, Overton Beach, Palm Gardens, Searchlight, Valley of Fire.
The population of the district was 666,088 in 2000, but that has grown substantially since the last census. The district also welcomes countless visitors every year.
The demographic breakdown is 77.7% White, 5.6% Black, 6.0% Asian, 15.6% Hispanic, 0.7% Native American, 0.9% other. The median income is $50,749.
